POLICY INFORMATION SERVICE

The Policy Information Service provides government policies and regulations relevant to the horticulture industry. 

A. Republic Acts

1. Republic Act No. 9281 (March 30, 2004) – An Act to strengthen agriculture and fisheries modernization in the Philippines by extending the effectivity of tax incentives and its mandated funding support, amending for this purpose sections 109 and 112 of Republic Act No. 8435.
2. Republic Act No. 8435– An Act prescribing urgent related measure to modernize the agriculture and fisheries sectors of the country in order to enhance their profitability, and prepare said sectors for the challenges of globalization through an adequate, focused and rational delivery of necessary support services, appropriating funds therefore, and for other purposes.
3. Republic Act. No. 9168 (June 7, 2002) – An Act to provide protection to new plant varieties, establishing a National Plant Variety Protection Board, and for other purposes.
4. Republic No. 9178 (November 13, 2002) – An Act to promote the establishment of Barangay Micro Business Enterprises (BMBEs), providing incentives and benefits, therefore, and for other purposes.
5. Republic Act No. 9147 (July 30, 2001) – An Act for the conservation and protection of wildlife resources and their habitats, appropriating funds therefor, and for other purposes.
6. Republic Act No. 8532 (February 23, 1998) – An Act strengthening further the Comprehensive Agrarian Reform Program (CARP), by providing augmentation fund therefor, amending for the purpose section 63 of Republic Act No. 6657, otherwise known as "The CARP Law of 1988".
7. Republic Act No. 8178 (March 28, 1996) – An Act replacing quantitative restriction on agricultural product, except rice with tariffs, creating the Agricultural Competitiveness Enhancement Fund, and for other purposes.
8. Republic Act No. 7900 (February 23, 1995) – An Act to promote the production, processing, marketing, and distribution of high-valued crops providing funds therefor, and for other purposes.
9. Republic Act No. 7907 (February 23, 1995) – An Act amending Republic Act numbered thirty eight hundred forty four, as amended, otherwise known as the "Code of Agrarian Reform in the Philippines".
10. Republic Act No. 7905 (February 23, 1995) – An Act to strengthen the implementation of the Comprehensive Agrarian Reform Program, and for other purposes.
11. Republic Act No. 7881 (February 20, 1995) – An Act amending certain provisions of Republic Act No. 6657 entitled "An Act instituting a comprehensive reform program to promote social justice and industrialization providing the mechanism for its implementation and for other purposes".
12. Republic Act No. 7308 (March 27, 1992) – An Act to promote and develop the seed industry in the Philippines and create a National Seed Industry Council and for other purposes.
13. Republic Act No. 6657 (June 10, 1988) – Comprehensive Agrarian Reform Law of 1988.
14. Republic Act No. 3571 (June 21, 1963) – An Act to prohibit the cutting, destroying, or injuring of planted or growing trees, flowering plants and shrubs of scenic value along public roads, in plazas, parks, school premises, or in any other public ground.
15. Act No. 3983 (December 3, 1932) - An Act to protect the wild flowers and plants in the Philippine islands to prescribe conditions under which they maybe collected, kept, sold, exported, and for other purposes.

B.  Presidential Decree

1. Presidential Decree No. 1433 (June 10, 1978) – Promulgating the Plant Quarantine Law of 1978 thereby revising and consolidating existing plant quarantine laws to further improve and strengthen the plant quarantine service of the Bureau of Plant Industry
2. Presidential Decree No. 1467 (June 11, 1978) – Creating the Philippine Crop Insurance Corporation prescribing its powers and activities providing for its capitalization and for the required government premium subsidy and for other purposes
3. Presidential Decree No. 1583 (June 11, 1978) – Improving the tenurial arrangements between the landowner and tenants in private agricultural lands devoted to crops other than rice and corn
4. Presidential Decree No. 1090 (February 10, 1977) – Amending section 105 (m) of the tariff and custom code.
5. Presidential Decree No. 1038 (October 21, 1976) – Strengthening the security of tenure of tenant-tillers in non-rice/corn producing private agricultural lands.

C.  Executive Order

1. Executive Order No. 247 (May 18, 1995) – Prescribing guidelines and establishing a regulatory framework for the prospecting of biological and genetic resources, their by-products and derivatives for scientific and commercial purposes and for other purposes.
2. Executive Order No. 213 (November 28, 1994) – Deregulating domestic shipping rates 
   

D.  Administrative Order

1. Administrative Order No. 12 (April 20, 2005) - Fees and Related Charges of the Plant Variety Protection Offices
2. Administrative Order No. 08 (February 05, 2005) -      Minimum Plant Material Certification Standards for Mango (Mangifera indica L.) and Durian (Durio zibethinus Murr.)
3. Administrative Order No. 04 (January 14, 2005) - General Guidelines and Requirements for Accreditation of Private and Other Seed Testing Laboratories.
