The frontline implementing arm of TECHNO GABAY and K-AGRINET program of Philippine Council for Agriculture Forestry and Natural Resources - Department of Science and Technology (PCARRD-DOST)

It gathers available data, whether local or foreign on matured and up-to-date technologies on Agriculture, Forestry and Natural Resources as well as related publications and video materials.

It provides these data and materials to clients and facilitates the conduct of trainings and seminars to ensure proper understanding and application.

It assists clients in the application of these data and relays pertinent feedback to PCARRD for its information.

It introduces clients to the portals of high-technology information and communication and enables them to acquire computer literacy.

It never leaves the clients alone - it visits and revisits clients with more data and for more data.
