MOSCAT is a public institution of tertiary education whose main thrust is 'to provide higher technological, professional and vocational instruction and training in the fields of agriculture, industry, as well as in the arts and science consistent with the goals of national development. It is located in an upland farming community of Claveria which is about 45 kilometers northeast of Cagayan de Oro City.  

 MOSCAT- Farmers' Information and Technology Services or Techno Pinoy is a delivery system, a services center and a dynamic feedback mechanism.
